Western Cape Youth Development Strategy

Summary

This document presents the Western Cape Youth Development Strategy (YDS) from 2013, created by the Western Cape Government to ensure youth become productive and independent citizens by age 25. The strategy is necessitated by severe challenges facing youth in the province, including alarmingly high rates of unemployment, limited educational throughput, and widespread exposure to violence and crime. To combat these issues, the YDS focuses on individuals from 10 to 24 years old and mandates a comprehensive "whole-of-society" approach involving collaborative efforts across various sectors. The strategy is structured around five key pillarsFamily Foundations, Education and Training, Economic Opportunities, Identity and Belonging, and Reconnection Opportunitieseach addressing critical developmental areas. To execute this plan, the WCG identified six flagship projects aimed at scale, such as providing subsidised "First Jobs internships" and structured academic support to improve life chances and promote positive pathways for those at risk. Ultimately, the plan seeks to harness collective resources toward a coordinated and impactful youth development environment.
